Raja - alert - an issue with dCache (latest update), which causes
issues for LHCb storage use. Keeps SRM turls open for a long time,
causes the open slots to be exhausted, and the srm runs out of slots.
Caused by update to dCache that tweaks open times - discussed in
several GGUS tickets.
This issue will last for a few weeks, until we have put into
production a means of avoiding querying TURLS without accessing the
SRM.
